Petition to lift the block on the defence of Samir Larabi’s doctoral thesis

Samir LARABI, a doctoral student in the Sociology Department of Abderahmane Mira University in Béjaia (Algeria), has been subjected to repeated obstructions for 29 months, following abusive refusals by the rectoral administration to allow him to defend his doctoral thesis. Validated by his research supervisor, the validity of his thesis has been confirmed three times by the scientific bodies of the Faculty of Humanities and Social Sciences. Despite validation by the faculty’s Scientific Committee of the changes imposed by the rectoral administration, the latter persists in refusing to allow him to defend his thesis.

This is a clear breach of university regulations and an encroachment on the prerogatives of the competent scientific bodies (the Department’s Scientific Council and the Faculty’s Scientific Council), which alone have the authority to approve thesis subjects and their supportability. This is a serious precedent that points to practices that run counter to university ethics and call into question academic freedom and the scientific standards applicable in the world of scientific research.

We, the signatories of this appeal
 Energetically denounce the blocking of the defence of Samir Larabi’s doctoral thesis,
 Protest against these serious attacks on academic and scientific freedoms,
 We call for the annulment of the deliberations of the CS of the University, a body which is not authorised by the regulations and which has substituted itself for the judicial authorities by criminalising a scientific document,
 We demand that the regulations and prerogatives of the scientific bodies be respected,
 We demand that the blockade be lifted and that the system of unrestricted oral examinations be implemented immediately,
 Call on the Ministry responsible (MESRS) to take firm action to ensure that the academic freedoms guaranteed by the Constitution and by the regulations in force in the Higher Education and Scientific Research sector are respected.
In expressing our support for our colleague, we are simply reiterating our desire to see the Algerian university become a space for reflection and research, where criticism, innovation and complexity can be expressed without fear of interference or influence dictated by considerations that go beyond the scientific framework.
