A growing movement of civil rights organizations, Latino community groups, labor unions, and legislators is demanding the return of Kilmar Armando Abrego García, who President Donald Trump had deported to a prison in El Salvador in violation of the U.S. Constitution, and they have pushed this case through the federal courts to the U.S. Supreme Court. Abrego García's case has at the same time become the center of the struggle between Trump and the courts, a contest that has now become a constitutional crisis, raising the question of whether the United States will remain a liberal democracy or become an authoritarian dictatorship.

Thousands of migrants from Central America have made politically and socially visible the structural violence and systematic violation of their human rights that they experience on a daily basis, without governments attending to the causes or the basic necessities of survival, through their organisation into caravans. These are some of the reasons that forced them to flee their countries, with only what they carry on their backs and suffering the hardships of a long journey towards an uncertain destination. They flee from capitalist criminal, institutional, state and patriarchal violence. They advance in defiance of the threats of the police and military who guard the different borders, as if at war with the wretched of the earth.

The U.S. agency for International Development (USAID) frames its work in El Salvador in the sterile, technocratic language of neoliberalism. The Agency is devoted to fostering “prosperity, security and good governance” in the small Central American nation. Notions of non-partisanship and apolitical, post-ideological action are key to this discourse.

Guadalupe, pregnant at the age of 18 in El Salvador as the result of a rape, suffered obstetrical complications before she gave birth in the home where she worked as a domestic employee to a fetus that did not survive. After hours of hemorrhaging, her employer took her to the public hospital. There, medical personnel accused her of abortion, illegal under all circumstances in El Salvador, and turned her over to police. Prosecutors upgraded the charges to aggravated homicide, and the judge sent her to prison for thirty years.
