Western analysts often regard the Gulf as a strange anomaly among capitalist states. In fact, it has the same underlying dynamics as capitalist countries elsewhere, and it is powerfully shaping the politics of the Middle East.

For an analysis of the state of the Gulf's political economy, Hamza Culin spoke with Adam Hanieh. His most recent book, Money, Markets, and Monarchies, examines how the six states of the Gulf Cooperation Council are shaping the political economy of the wider Middle East. Here, he discusses the specific nature of Gulf capital, its role in regional and global markets, and its future in a post-COVID-19 world.

In the face of the COVID-19 tsunami, our lives are changing in ways that were inconceivable just a few short weeks ago. Not since the 2008-2009 economic collapse has the world collectively shared an experience of this kind: a single, rapidly-mutating, global crisis, structuring the rhythm of our daily lives within a complex calculus of risk and competing probabilities.

Over four years since mass uprisings ousted sclerotic regimes in Tunisia and Egypt it can seem that the initial hopes represented by these movements lie in tatters. Libya, Syria, Yemen and Iraq remain mired in bloody armed conflicts that have led to the deaths of hundreds of thousands and displaced millions more within and across borders. In the pivotal case of Egypt, military rule has returned through the violent crushing of protests, the arrests of an estimated 40,000 people and the rebuilding of the repressive structures of the Mubarak era. Elsewhere, autocratic governments look more secure in their rule today than they have for many years.

 <dc:subject>MENA (Middle East/North Africa)</dc:subject>
 <dc:subject>Egypt</dc:subject>

Eighteen months after mass protests and strikes ousted dictator Hosni Mubarak from power, the basic aspirations that drove Egypt's uprising remain largely unfulfilled writes Adam Hanieh in an article written before Morsi's removal of Tantawi. The vast majority of the population has seen little substantive improvement in living conditions. Political decision-making continues to be dominated by a military junta closely tied to the United States. Many of the old Mubarak apparatchiks remain firmly ensconced in positions of influence, and few have seen their ill-gotten wealth or decades of corruption challenged. Even where new political forces have entered the state structures – as has been the case following recent parliamentary and presidential elections – most appear eager to reconcile with prominent individuals and practices associated with the old regime.
