Six months after the formation of the Monti government, the popularity the professor-ministers had enjoyed through the discredit which had accompanied the end of the Berlusconi era has begun to wane, even if the horizon does not present any credible political alternative.

A referendum was held in Italy on 12 June and 13 June 2011, on repealing legislation allowing for the privatisation of water services , repealing regulations permiting a return to nuclear energy and criminal procedure, (specifically a provision exempting the Prime Minister from prosecution). There was a 55% turnout of registered voters so the 50% quorum to make referendum results valid was reached – the last 6 have failed to get a quorum. About 95% voted yes on the water, nuclear and other referendums – i.e. about 26 million people. The Berlusconi-controlled media deliberately kept coverage low key and the government parties encouraged their supporters to abstain rather than vote no so that the quorum would not be reached.

The balance sheet of the participation of the Party of Communist Refoundation (PRC) in the government of the Union, the centre-left coalition led by Romano Prodi, is catastrophic. The militants of Sinistra Critica (Critical Left), a current within the PRC, drew this balance sheet during their conference. In order to broaden their opposition beyond the PRC, they decided to establish an association.

In Italy the alternative Left, which was part of this centre-left coalition, is now faced with a challenge: how to block the road to social-liberalism, without, however, in any way helping Berlusconi to get back into power.

In June 2003, immediately after the announcement of the results of the referendum by popular initiative of which the Party of Communist Refoundation (PRC or “Rifondazione”) had been the main promoter its general secretary, Fausto Bertinotti, announced a veritable reversal of the political line followed until then. The members of the National Political Committee of the PRC were surprised to discover the news on the front pages of the newspapers shortly before the meeting of this body.
